터키 정부는 인권과 민주주의 탄압을 중단하고 시위대의 목소리를 들어야 한다

 

우리는 지난 6월 내내 아시아 대륙을 넘어 터키에서 들려오는 소식에 안타까움과 우려를 금할 수 없었다. 이스탄불 탁심 지구에 위치한 게지 공원 재개발에 반대하는 사람들이 시작한 시위는 터키 전역으로 퍼져 나갔고, 공권력의 무리한 진압으로 지금까지 1명의 경찰을 포함해 4명이 사망하고, 시위대 5천여 명과 경찰 6백여 명 이상이 부상당했다. 폭력적인 해산 작전으로 게지 공원의 농성장은 모두 철거되었지만 이에 불복종하는 침묵시위가 이어지고 있고, 시위대에 대한 경찰의 탄압도 계속되고 있다. 이스탄불의 시위를 이끌어 온 탁심연대(Taksim Solidarity Platform, TSP)는 “모든 곳이 탁심이며, 모든 곳에서 저항할 것”이라고 발표하며 투쟁을 이어갈 것이라고 밝혔다. 현재 터키의 인권과 민주주의는 심각한 위협을 받고 있다.

 

터키의 시위대는 테러리스트가 아니다

 

작년 12월 말, 이스탄불 시장 카디르 톱바스는 이스탄불 도심 재개발 계획을 발표했다. 게지 공원을 없애고, 그 자리에 오스만 제국 당시의 병영 건물을 복원하는 동시에 모스크와 쇼핑몰을 건설하겠다는 것이었다. 이미 이스탄불 시내에는 많은 모스크가 존재하는 상황에서, 도심에서 몇 되지 않는 녹지인 게지 공원을 없애겠다는 계획은 많은 이들의 반대를 불러왔다. 그러나 터키 정부는 아랑곳하지 않고 재개발 계획을 밀어붙였다. 또한 여론이 악화되자 5월 1일 메이데이를 맞아 탁심 광장에서 열리기로 한 집회를 저지하기 위해 광장 인근의 도로를 봉쇄하고 대중교통 운행을 금지시켰다. 이러한 터키 정부의 일방적인 사업 진행이 사람들의 분노를 불러온 것이다.

 

지난 5월 27일, 불도저가 게지 공원에 밀고 들어와 나무를 자르기 시작하자 탁심연대 활동가들은 공원을 점거하고 반대의 목소리를 높였다. 그러나 이스탄불 경찰은 평화적인 시위대에게 최루가스를 살포하며 폭력적인 진압으로 화답했다. 경찰은 농성 천막을 불태우고 최루탄과 물대포를 동원해 강경한 해산 작전을 진행했고, 동시에 중장비가 공원으로 밀고 들어왔다. 이에 5월 30일, 1만 명이 넘는 인원이 게지 공원에 모인 것을 시작으로 공권력의 살인적인 진압에 분노한 수백만 명의 사람들이 이스탄불뿐만 아니라 터키 전역의 도시에서 쏟아져 나왔다. 공공부문 노조 역시 동조 파업을 벌이며 시위에 참여했다. 지난 6월 1일에는 앙카라, 이즈미르, 안타키야를 비롯해 전국 67개 도시에서 시위가 벌어졌고, 하룻밤 만에 1,730명이 체포되기도 했다. 진압 과정에서 2명의 시위 참가자가 사망했고, 아다나에서는 시위대를 뒤쫓다가 다리 아래로 떨어져 경찰 1명이 사망했으며, 또 다른 시위 참가자는 최루가스를 너무 많이 마셔 심장마비로 사망했다. 터키 보건의료노조는 이번 시위 과정에서 언론인을 포함해 5천여 명이 넘는 사람들이 부상당했다고 발표했다.

 

시위가 이렇게 확대된 것은 공권력의 야만적인 진압에 대한 분노뿐만 아니라, 레제프 타이이프 에르도안 총리가 주도하고 있는 권위주의적인 통치와 정부의 실정에 대한 불만이 쌓여 터져 나온 것이다. 얼마 전 터키 의회에서는 밤 시간에 주류 판매를 전면 금지하는 법안이 통과되었고, 공공장소에서 애정행위를 금지하는 등 국가 권력이 개인의 자유권을 과도하게 침해하여 사람들의 반발을 불러왔다. 시위대는 터키 정부의 묘사처럼 ‘테러리스트’가 아니라 이와 같은 정부의 실정에 대해 정당한 요구를 한 것이었다.

 

터키의 공권력은 인권 탄압을 중단해야 한다

 

에르도안 총리는 지난 6월 13일 시위대와의 회담을 진행하여 게지 공원 재개발 계획의 적법성에 대한 법원의 판결이 나오기 전까지 공사를 중단하겠다고 발표했다. 그러나 한편으로 시위대의 배후에 있는 테러리스트를 색출한다는 명목으로 강경한 진압을 고수했다. 뷸렌트 아린크 터키 부총리는 심지어 ‘시위 진압에 경찰로 충분하지 않다면 헌병이 나설 것이고, 그것으로도 부족하면 군대를 동원할 수 있다’며 앞으로 정부가 할 수 있는 모든 권한을 사용하겠다고 서슴지 않고 말했다.

 

폭력적인 진압뿐만 아니라 표현의 자유를 위협하는 행위도 계속 이어지고 있다. 6월 초 이즈미르에서는 트위터에 올린 글을 문제 삼아 반정부시위를 부추겼다는 혐의로 29명이 체포되었다. 6월 18일 아침에는 대테러 전담 부서가 이스탄불과 앙카라에서 사람들의 집을 급습해 불법 시위를 주동했다는 혐의로 수십 명의 사람을 체포하기도 했다. 그들에 대한 조사가 지금까지 계속되고 있다.

 

또한 보건부 장관은 부상자를 치료하기 위해 게지 공원 근처에 설치된 임시 치료소에 대해 ‘정부의 허가 없이 임시 치료소를 조직하고 불법 시위대를 치료한 것은 불법행위’라고 발표하며 이스탄불 의료협회를 비롯해 치료에 참여한 의사들에 대한 조사에 착수했고, 이들을 기소하겠다고 위협하고 있다. 부상자를 치료하던 의사들이 경찰에 연행당하고, 탁심 광장 북쪽 하르비예 지구의 디반 호텔 근처에 설치된 임시 치료소를 향해 경찰이 최루가스를 살포했다는 증언도 있었다.

 

체포된 이들에 대한 부당한 처우도 이어졌다. 지난 6월 15일 밤에는 경찰의 해산 작전 중 탁심 지역에서 70여 명이 넘는 사람들이 연행되었는데, 경찰은 그들이 어디에 구금되어 있는지 밝히지 않았고 변호사와 가족의 면회도 허용하지 않았다. 체포된 동안에 경찰에게 폭행을 당했고, 12시간 넘게 물과 음식을 제공받지 못하고 화장실에 가는 것도 허용되지 않았다는 증언들도 이어졌다. 이러한 행위는 심각한 인권 탄압으로 규탄받아 마땅한 것들이다.

 

인권과 민주주의를 위협하는 국가 권력은 정당성을 얻을 수 없다

 

에르도안 총리는 6월 24일, 앙카라의 경찰학교 졸업식에 참여해 이번 시위에 대한 경찰의 진압을 영웅적인 행위라고 칭송했다. 그는 그동안 시위대의 배후에 테러 조직과 불순한 외부세력이 있다고 줄기차게 주장해왔다. 사망자들에 대한 한 마디 사과도 없이, 앞으로도 국가의 안전과 엄격한 법치주의를 수호할 것이라고 당당히 선포하는 모습에서 우리는 위험에 빠질 터키의 앞날을 읽을 수 있다.

 

모든 것이 너무나 익숙한 풍경이다. 용산에서, 평택에서, 강정에서, 대한문에서 우리가 늘 마주치던 국가 권력의 모습과 한 치도 다르지 않다. 인권과 민주주의를 위협하면서 그 위에서 군림하려는 국가 권력은 어떠한 경우에도 정당성을 얻을 수 없다.

 

또한 우리는 터키에서 시위대를 사망에까지 이르게 한 최루탄이 한국 기업인 <대광화공>에서 생산되어 수출되었다는 사실에 큰 부끄러움과 책임을 느낀다. 시위대를 진압하는데 사용되는 최루탄은 그 안전성을 담보할 수 없는 만큼 생산과 수출을 전면 금지해야 한다. 우리가 이런 사실에 무지하고, 침묵으로 동조하는 사이 한국에서 만들어진 최루탄이 어딘가에서 버젓이 다른 이의 생명을 위협하고 있다는 것은 끔찍한 일이 아닐 수 없다.

 

한국의 사회단체들은 터키 정부의 공권력 남용과 인권 탄압에 심각한 우려를 표하는 바이며 다음과 같이 요구한다.

 

  • 터키 정부는 공권력 남용과 인권 탄압을 중단하라
  • 터키 사람들의 표현의 자유와 집회·시위의 자유를 보장하라
  • 사망자와 부상자를 낳은 폭력 진압에 대해 사과하고 책임자를 처벌하라
  • 체포된 시위대를 즉각 석방하고, 시위대에 대한 보복적인 조사를 중단하라

We urge Turkish government to stop suppression on human rights and democracy and to listen to the voices of people

This June, we were very sorry to hear the news from Turkey. The protest, which began by some demonstrators against the development plan of Gezi park in Taksim Square, has spread all over the country and 4 people including a policeman lost their lives with over 5,000 protestors and 600 policemen being injured. Riot police cleared out sit-it sites in Gezi park but unyielding silent protests are still going on in the midst of oppressions by police against the demonstrators. The Taksim Solidarity Platform(TSP), a committee which has been leading demonstrations in Istanbul, maintains its will to keep on protesting saying, “everywhere is Taksim and we will protest in every corner.” At the moment, human rights and democracy in Turkey are under a serious threat.

 

Demonstrators are not terrorists

 

Toward the end of December last year, the mayor of Istanbul, Kadir Topbaş, announced city development plans. According to the plans, they would build a replica Ottoman-era barracks and a mosque and a shopping mall on the square. The city has already many mosques and many people are against the destruction of this green space in Istanbul which has not much green space anymore. However, Turkish government did not listen to their concerns and went ahead with the plan. When public sentiment worsened, the government restricted the traffic around the Taksim square and halted public transport in a bid to discourage a rally on 1 May in the square. This unilateral action of the government angered the public.

On 27 May, the trees in Gezi park were bulldozed and the TSP activists occupied the park voicing their opposition. Istanbul police, though, responded to the peaceful demonstration with tear gas and violent suppression. They burned down the tents and dispersed the crowd with tear gas and water cannon, while heavy vehicles rolled into the park. At this, on 30 May, over 10,000 people gathered in Gezi park and hundreds of thousands of citizens outraged by this governmental suppression took to the streets across the country. Public sector trade unions also staged a sympathy strike. On 1 June, protests have erupted in 67 cities around Turkey such as Ankara, Izmir, and Antakya and 1,730 people were arrested overnight. Two demonstrators and a policeman have also been killed. Another man died of a heart attack because he had been exposed to “too much” tear gas. Turkish medical trade union reported that over 5,000 people including journalists were injured in these demonstrations.

 

The rapid spread of the protest is due to not only the anger against government’s violent suppression but also the dissatisfaction towards the authoritarian Prime Minister Recep Tayyip Erdogan and his government’s misrule. Shortly before, a bill to ban the late-night sale of alcohol in shops was passed by parliament and he tried to ban kissing in public. These were seen as government’s intrusion in individuals’ freedom and thus caused public backlash. The demonstrators are not terrorists as the government claims but only making a legitimate demand over the government’s mismanagement.

 

Turkish authorities should stop abusing human rights

 

Prime Minister Erdogan had a meeting with the demonstrators on 13 June and announced to stop construction work until a court ruling regarding the legitimacy of Gezi park development plan would come out. However, he maintained violent suppression with a pretext of seeking the terrorists behind the demonstrations. Deputy Prime Minister Bülent Arınç even went on to say that the military police or soldiers could be mobilized if police force were not strong enough to put down the protests.

 

Not only violent suppression but also threats on freedom of expression continued. Early June in Izmir, 29 people were arrested under the charges of anti-government instigation by tweet messages. In the morning of 18 June, scores of people were arrested after anti-terrorist team made surprise attacks on houses in Istanbul and Ankara. The investigations on them are still going on.

 

The Health Mininster claimed it an illegal act to give medical support to the ‘illegal’ protestors and started an investigation on the medical doctors who helped injured people near Gezi park with a threat of prosecution. There were reports that doctors who were helping the injured people were taken to the police station and that police shot tear gas to a temporary medical center.

 

There were also unjust treatments of the arrested. On the night of 15 June, over 70 people were taken to the police station but the police did not announce their whereabouts nor allow them to meet with lawyers or family members. There were reports that the arrested people were physically attacked, were not allow to have food and drinks or to go to the toilets. These are serious acts of violation on human rights.

 

Government which abuses human rights and democracy cannot claim legitimacy.

 

On 24 June, the Prime Minister attended the graduation ceremony of Ankara’s police school and praised the police’s suppression on the recent demonstrations as a heroic act. He has claimed that a terrorist group and hostile foreign elements are behind the protests. Without a single word of apology, he insisted on national security and strict rule of laws. This shows us a grim picture of future democracy in Turkey.

 

This is such a familiar scene for us, Koreans. In Yongsan, Pyongtaek, Gangjeong, and Daehan-mun, we have faced the same kind of government’s authoritarianism. Any government which rules over the people with threats on human rights and democracy cannot claim any piece of legitimacy.

We also feel sorry and embarrassed that the tear gas that killed Turkish protestors was produced and exported by a Korean company, Daegoang Chemical Co,.Ltd. Tear gas, which is used to suppress demonstrations, is not safe and thus should be banned from production and export. It is a shame that Korean-made tear gas is threatening others’ lives around the world while we are ignorant of this fact and giving a silent consent to the current situation.

 

Social activists groups in Korea express worries over Turkish government’s wrongful exercise of its power and abuse of human rights. Thereupon, we demand the followings.

 

  • Turkish government should stop wrongful exercise of its power and abuse of human rights.
  • Turkish government should guarantee freedom of expression and of assembly.
  • Turkish government should apologize for violent suppressions and punish those responsible.
  • Turkish government should release detained demonstrators and stop vindictive investigations.
